They might be or they might not be, the hot rumor as of now is that Infinity Ward is currently developing a MMO instead of going forth with ‘Modern Warfare 3′. Hell, they might be the one that released the rumor out there to distract us from learning that they ‘are’ developing ‘MW3′.
